ELEARNING DEVELOPMENT: The Levels of eLearning

I'm seeing a lack of clarity when it comes to developing eLearning content and how long it takes to create the eLearning courses. To help developers more accurately determine a level of effort, I need assistance from other professionals.

Can you please tell me your opinion on the different eLearning levels? It's been widely accepted that there are three levels of eLearning. However, the complexity of those levels is all over the map.

Here's my take:

Level 1: Video-based with little to none learner interaction (videos on YouTube for example or the eLearning offered on Lynda.com). This type of eLearning allows learners to go back and forth, pause, and play but that's about it for interactivity. These could be videos or PowerPoint presentations. Level 1 eLearning could include voiceover audio, a quiz, and be enabled for tracking via SCORM and/or AICC LMSs.
