HTML5 publish losing occasional audio and text captions

I’m republishing NON-RESPONIVE courses originally saved in Captivate 2017 that were published in either SWF or SWF with HTML fallback (as SCORM 1.2), to Captivate 2019 as HTML5 files that are now being published as SCORM 2004/4th. The company browser is defaulted to Chrome, but the courses must play in Chrome, Firefox, and IE. I run Project > HTML Tracker (no issues found yet), remove AutoPlay and Preloader,

I save the file (where it updates to v2019), and then use Preview > HTML5 in Browser (F11 does not work for me). In preview, intermittently, a slide will forward as it should, then the next slide won’t play. The visuals are there, but the audio doesn’t start. On some, I’ve found that it was an .mp3 audio, and by exporting, saving the audio file as .wav, in re-importing has fixed the issue. But now, that is not the case. Also, an occasional text box will be on the application but does not display in Preview > HTML5 in Browser. (All of the text boxes are made the same.)
