The key is in culture, not office layout.

The reason that open offices are successful is because they are driven by the brand of energy and enthusiasm particular to the workplace in which they exist. Open offices that are utilized as tools by management to engender such a culture are destined to fail. Forcing unhappy or apathetic employees to look at other unhappy or apathetic employees as they slog through their daily work is hardly a recipe for creativity.
