Problem with VR 360 Hotspots in Captivate 2019

I created a Blank Project, inserted two 360 slides to it and added hotspots. When clicked, the hotspots should display images. That works in Preview> HTML5 in Browser. However, when I publish the project in HTML5, the images are not displayed when clicking hotspots. See here:

Then, I started a new project, but this time selected Virtual Reality Project. I add the same 360 image/video, hotspots, etc. The hotspots work in the published content. See here: http://dev.keypointlearn.com/xcl76_CP/CP2019/VR_Example_V2/

Is this a bug?
